Enable Billing - only if over free limit

So I built my app a couple months ago and still waiting to deploy it. The whole time its been billing me a minimum monthly fee, despite using virtually no resources, and I didn't even know it.  

It is not clear at all that if set up billing you will be charged a minimum monthly fee no matter what usage. The way it should work is that you only get charged if you go over the limit. Why doesn't it work that way?

It's very clear from the Billing page -  https://developers.google.com/appengine/docs/billing 

Paid apps cost a minimum of $2.10/week, and this amount counts toward your resource usage for that week 

I'm not sure how they could make it any clearer...
