Enable billing for Google Cloud SQL

As was previously announced, from June 12th 2012 use of the Google Cloud
SQL service is charged, and instances will be disabled for all projects
for which billing is not enabled. As a result, the following instances
will disabled by July 16th:
codeguestbook:appshilendra, codeguestbook:mywebpublic
as this information is right ?
i am a individual developer not the large data user I use only the use as per D1 type instance
is free fro developer are not?
