Urgent: Cannot pay!

Tomorrow, there will be an important presentation of an application that
I am maintaining on App Engine. So, I want to enable billing for extra
resources. But it doesn't work. For hours now, I get the following
message:

Billing Status: Leaving Grace Period
Your account has been locked while we process your payment.

What can I do? How do I get the account unlocked?

Now it's getting really weird: I logged out and then back in. Now I
could make the payment, using my credit card.

And then I got two emails:

1. Order receipt from Google Services ($...)

2. Your order from Google Services has been cancelled

Inside the email number two:

Google Services has cancelled your order. You have not been charged.

- Reason: Other (describe below)

- Comments from Google Services: "This inactive subscription has been
canceled"

Again: What can I do?

Now for a related app I get:

Billing Administrator: None
Since the last billing adminstrator had a payment fail, there isn't a
billing administrator.

I don't even know whom to contact. While there is an email address
listed, <appengine_up...@google.com>, it is neither
appropriate nor is it properly maintained (my experience). Here is what

As Jeff stated (accurately), we don't staff any product support up to
the point where they can respond to every email from every customer,
whether or not that is a mistake can certainly be debated but that is
in essence the Google policy.

So, what can I do to get billing going?

Hi Felix - the first course of action is to read the billing FAQ here: https://developers.google.com/appengine/kb/billing, and if this does not help please fill out this form: http://support.google.com/code/bin/request.py?hl=en&contact_type=cloud_platform_billing&rd=1.

Thanks for your suggestion. I already submitted the form. Excerpt from
the reply:

You had a charge that failed on 3/13/12. We lock the Billing Settings
screen while the charge is still open in order to prevent duplicate
charges. I will ask our billing team to cancel the charge so that the
Settings screen will be unlocked. You can then modify the billing
administrator as needed to ensure that the next charge will not fail.

If you need this fixed quickly, you could create a new app and enable
billing. It is important that you try to understand why the original
charge may have failed so that you do not run into the same problem on
the new app.

That was eight hours ago, but nothing has happened so far. So I am now
deploying to a new app, something I had already considered as an option.
