Google App Engine Down?

We are paying for the service, and should not have exceeded our limit.  It keeps giving us an error stating we have possibly exceeded limit.  Also, it has been exceptionally slow for the last 2 hours.

Hi Holly,

It generally helps to provide an app-id with questions like this. Have you checked your application logs to see if you have exceeded any quotas or your daily budget? Or are you receiving a deadline exceeded error?

I've exactly the same problem, after the first 100 recipients the mail delivery is blocked. After 24hours there is a reset , and so on.
I have 10$/day budget but it does not help.
