I would check if XTM Cloud is really set up to use the Translate API v2. Then I would check your access restrictions (e.g., did you restrict access to a particular referer). If none of that works, you'll probably want to post to the Translate API forum at the link below:

Hi Jeremy,

XTM Cloud claims to be geared to use API v2. 
I have nor access restrictions. And I've just realized that I am not alone, other users are also experiencing the same problem.
I will continue on the relevant forum.
