What is the maintenance status of golang.org/x/time/rate?

There are several open issues and pending CLs that don't seem to be getting much attention: https://goissues.org/golang.org/x/time/rate.

I don't see an entry for it in https://dev.golang.org/owners/.

Looks like bradfitz has authored or reviewed most of the recent changes, and Sameer responded to many of the open issues.

The only pending CL that I see in https://dev.golang.org/release for x/time is https://golang.org/cl/34112. Is that the one you had in mind?
