Dear Sir/Madam

I am writing to seek information about HKPL's recent attempt to recruit patrons via e-registration, its engagement with local schools and the usage of library eResources. Here are the questions for the department to answer under the Code on Access to Information:

1) When did the online registration for borrowers begin https://www.hkpl.gov.hk/en/about-us/services/borrower-reg/notes.html as a way to register for HKPL library accounts in addition to the traditional way of getting a library card? Please provide meeting memos, proposals, plans or other documents (if any) related to this new initiative.

2) How many people have applied for an E-Account (Type A for online e-reading only) since the beginning of the new scheme? How many people have applied online for using smart ID card or library card (Type B account)?

3) To put the figures above into perspective, please provide the total number of patrons of HKPL (i.e. people who hold a library card/ HKID card to access library materials) before the online registration for borrowers was possible.

4)When was the “Library Cards for All School Children” Scheme first launched https://www.hkpl.gov.hk/en/about-us/services/borrower-reg/lc-for-school-children.html? Please provide meeting memos, proposals, plans or other documents(if any) related to this scheme.

5) How many schools have participated in the scheme? How many schoolchildren have signed up for library cards via the scheme? How many schoolchildren in total are HKPL library cardholders? Please provide the latest figures available.

6) Does the HKPL plan to promote online registration for borrowers through the “Library Cards for All School Children” Scheme?

7) Please list the smartphone apps that the HKPL patrons could install and the respective e-Databases they can access via the apps. Please provide the number of HKPL accounts registered to use each of the app and the number of times each app was used in 2019.

8) Please provide recent reports and documents related to the use of eDatabases at HKPL (if available).

Thanks in advance for your information.

Yours sincerely

Simon Wang, Ph.D.
