[Windows] plugin just is called while mouse is moving

Hello guys, I built a simple plugin to test on windows  but the plugin only is called while the mouse is moving inside the flutter window.

There is some configuration to allow the plugin to work at any time? (like it does on macos)

This is just a bug in the Windows event loop code; I noticed that it would have this issue while looking at other code earlier in the week, but hadn't had a chance to fix it yet. https://github.com/google/flutter-desktop-embedding/pull/302 will resolve it.
