Distributable packages for mobile devices

Hello All,

I heard that I will have to shell out $99 to create the distributable iOS package

My query is, do I need to spend money for creating the distributable packages for other OSs (like symbian, android, blackberry) as well?

Can't I use self signed certificate for the same?

What all OSs require money to be spent and what all OSs support self signed certificates for distributable packages?
