MFL vs FR

Hi all,

Does anyone already have any slides / info-sheets that readily explains the difference between a Master Facility List and a Facility Registry at a high-level?

I found the attached from Steeve Ebner. Anything else? PEPFAR was working on something a couple of years ago, though I don’t recall seeing it come out.

Hi Carl, 

In the MFL Resource Package we have been developing (scheduled to be out in May) we have defined them as follows: 

Master Facility List (MFL): A complete listing of health facilities in a country. It is a dataset that describes attributes of all health facilities.

Health Facility Registry: a different name for a Master Facility List. These terms can be used interchangeably.

Facility Registry Service: The software solution that is used to store, manage and share the MFL data.

I am a bit worried that the usage of “Health Facility Registry” below may be a somewhat confusing.  I have seen it used in a number of contexts for the software solution:

In Nigeria, we have mainly referred to the software as the Health Facility Registry (HFR) and the product of the HFR, the Master Facility List. This is reflected in previous publications that we have written on the work we are doing on MEASURE Evaluation.

If we took the last words “List” and “Registry” and analyzed them, I don’t think it is appropriate to call a list a registry. Just my personal thought though.

Hi All, 

This is a pretty straightforward one, we have had a common definition in OpenHIE for the last couple years where... 

• A Master Facility List (MFL) refers to a standardized dataset of locations where health services are provided & 
• A Facility Registry (FR) is the software service that helps users to manage, curate, access, share, provide APIs for, track history, etc...  of this location data for users and the HIE.
  

The terms "health" or "master" are sometimes used to precede the term "facility registry", to help further describe it.  But these are optional and used by implementers as they see fit.

We have this definition documented in the OpenHIE FR implementation guide and wiki home page, but would be happy to articulate this in a bit greater depth to help further clarify.  Carl - i'll draft something later this week; would love to get feedback.  We would recommend against conflating the terms registry and list.
