Changes to Docker image locations

Hi folks,

In order to address long standing confusion about how to find our tagged version Docker images, we have split tagged images from our "dev" images which are built on every master commit.

Note that we will also now build and release images for any point releases.

Thank you. Sounds definitely like an improvement. What is the v1000.000.000 version that's now on top of the list in Docker? https://hub.docker.com/r/envoyproxy/envoy/tags/
