Leaseholds on new-build houses in England to be banned

Would anyone care to explain this article to me? It seems to me that the U.K. government is confused and misguided in their understanding of economic rent. I suspect, as usual, they are trying to manage an unmanageable jumble of bureaucratic bad reasoning. Am I right? I am pretty sure that they are on the wrong track, and not seeing the larger picture. I think as usual they are attempting to treat the symptom and not the cause.
