Grievance Description:Madam, Sub: Obstruction on Footpaths. I wish to attract your attention towards a serious paradox citizens are forced to live with. All the civic departments talk of road safety for users and various audits have also been conducted for the same. During CWG a huge public sum of public money was spent by all the Govt departments liberally to make the footpaths walkable. It is felt that more than CWG or rules it is a matter of common sense matter for the concerned civic agency to keep the footpath free from obstructions. It is known that there are multiple authorities functioning in Delhi. All the authorities as listed below are contributing in blocking footpaths. It includes: - MCD - DDA - Delhi Police - Delhi Cantonment Board - NDMC, - DTC - Transport Department, - DIMTS, - PWD - Army - Central Govt. Departments etc. The attached photograph proves that non of the department have really understood that footpath needs to be kept in an obstruction free manner. These photographs are only example and Delhi os full of such sign boards. The boards have been fixed by various Govt Departments politicians showing gross apathy. The problem exist to an extent that civic bodies themselves are indulged in this activity. As per new design for footpaths crores of rupees are being spent on ‘new blind friendly’ tiles but on the other hand such kind of obstructions is created. It is evident that the only purpose of these bodies is to ‘spend’ more more funds in the name of maintenance of footpaths. I have sent several letters to MCD, PWD, Delhi Police, DTC, Transport Department requesting the to remove these boards but all of them have refused to take any action on this serious issue. Particularly during common wealth games PWD blocked many footpath with obstructive sign boards. The most unfortunate part is that my repeated letters to Director Works PWD, failed to yield any result. In fact this requires a thorough investigation why these authorities are not willing to remove such boards despite repeated reference. Fixation of such boards in such manner in itself is a question mark and puts a question mark on the capability of officer who executed the project. This is a glaring example of extreme carelessness. Likewise DTC Transport Department is still active in blocking footpaths in Delhi, in their drive they have till now installed several thousand advertisement boards. All these boards are in gross violation of guidelines issued by UTTIPEC. Even without any such guidelines is a matter of common knowledge that prime object of footpath is to serve the requirement of pedestrians and repeated request to Transport Commissioner, Delhi fell in deaf ears. Request: Please instruct (i) all the Departments particularly PWD, Transport Department Police to immediately remove all such boards from footpaths and (ii) Instruct police to take legal action against the persons fixing such sign boards.
