Dear All,

I think now its time for Residents of Dwarka come forward to POOL, VOLUNTEER to manage traffic especially morning Jams.


Option 1 : We have a large number of Senior Citizens who could be very productive to spare 30 to 60 Minutes at Major Bottle Necks.
I am still optimistics some our elders and younger one who may have no assignment in the mornings will come forward.

Option 2 : We may depute the local Guards posted in the respective CGHS/RWA Pocket to manage during the morning peak hours - 8 to 9.30.  We all spend a large amount of FUEL WASTE for these jams- If we spare even 10% that as token amount of Rs. 100 or Rs. Rs. 1000 or an Apartment Spare Rs. 5000 per month.  We not only save FUEL, TIME, ENVIRONMENT many things..  % of this amount to Guards posted- The guards who get relieved at 8 AM from night duty could do this task and earn additional income.

I dont know how this is viable... but we have to try something.  Only problem I face is about NON-REACTION NON RESPONSE/ NON SUPPORT  from our Dwarkites who are ready to spend entire day even on JAM but not ready to initiate anything other than ABUSING system or Jump lanes and what not.

I am sure there may be better ideas

Subject: Traffic Bottleneck at Sector 21 MetroStation and Dwarka Link Road from 210 to Under Pass Road. Suggestion for consideration- till the opening up of Bijwasan RoB.

Dear Sir's

 

As you may very well aware that RoB construction of Bijwasan resulted in diversion to Dwarka UER-ii on Dwarka Link Road. The morning traffic volume alarming high as well know. An average it take minmum 20 to 30 minutes to pass the stretch from Road 210 T-Point to Pushpanjali Crossing.

To resolve this issues we have been taking up with SDMC, Northern Railway, DDA, PWD etc. As per reply from SDMC-Najafgrh Zone Enginners recently informed that last part of land acquiring for the drain below the RoB at Bijwasan was completed by Delhi Govt. The Railways will now start drain work and after that only the SDMC plan to open the Bridge. The RoB is ready in its all practical purpose. They have also informed the Traffic Police will conduct check and take decision. In this matter we request you to do a trial run to allow at least 2 Wheelers and Cars to use the RoB during peak hours from 8 to 10 AM and test the traffic plan.

The sector 21 Under Pass is getting chocked due to multiple reason such as diversion from Bijwasan Road, The condition of the Road at Under Pass, The Road condition from Shahbad Railway station along IGI Boundry Wall. To address this issues we suggest the following:

1. The traffic coming from Chawla(diverted traffic of Bijwasn) from that PWD over the Drain Road be allowed to use WRONG SIDE Lane of Sector 21 under pass for only during morning peak hours when the traffic from Pushpanjali to Dwarka side is very marginal. The area required is just ONE LANE to drive which may be barricaded using small plastic poles. Instead of 4 staff at T- Point 2 may be posted here one at Pushpanjali Entry side and other at UER-ii slip road side. MAP along with suggestion enclosed.

 

We have also requested DTC, DIMTS to shift the Bus stop from bell mouth of UP.

 

Concerning the Roads under DDA Fly Over division we have already followed up with  DDA FO-1 and hope some action to relaying of fresh bitumen for underpass. The repair of Over Under Pass road that links Shahbad and Indian Oil Depot side. We had also written to Northern Railway to widen the Railway Crossing at Shahbad near SPG Complex.  Airport authority and  DDA/MCD requested to put storm water drain on the Shahbad Road along IGI boundry wall. The Road from Shahbad Railway Crossing till Sector 8 Metro station DDA informed will be relaid soon and tender called.

Also on 3rd Oct 2015 Dwarka residents are meeting other Police Officials , we do hope the area ACP-T and TI, Kapasehra and Dwarka could join for interaction.

 

We request the DCP/ACP/TI to take the above suggestion to reduce the jam.

Delhi Traffic Police be requested provide the following information

  1. Please provide the Name of TI ACP DCP responsible for the Dwarka Link Road, NH-8 Radisson U Turn over area traffic.

  2. Please provide the TI ZO responsible for ensuring smooth flow of traffic from Sector 21 T Point in front of Metro Station 21 (Road No. 210), Dwarka Link Road. 

  3. Please provide the name and designation of the authority responsible for stopping entry of vehicle from main road 210 to Dwarka Link Road(UER-II or 100 Mtr Road at T- Point). If any written instruction given to staff by TI/ACP please provide the same.

  4. Please provide the reason recorded for allowing the traffic merging at Mouth point of Under pass at Sector 21 (mainly the loop road) and affecting the smooth flow of traffic. 

  5. Please provide list of staff at each point at Sector 22/21 T Point, T Point at 210 End deputed and on whose instruction. If any standard instruction given please provide the copies of the same.

  6. Have DTP proposed shifting the BUS Shelter just before under Pass and after the under pass while entering to Dwarka? If so please provide the copies of the same. In case the same is not taken up, please provide as per norm responsible personal with designation to take up with DTC and DTIDC ? 

  7. Please provide the mechanism adopted by DTP to clear the traffic jam on Sector 21 Under pass.

  8. Please provide reason recorded for allowing wrong side drive on Sector 21 underpass in the morning peak hours.

  9. Please provide have DTP made any provision for NO Halt/No Stop before and after under pass. If not please provide the name and designation.

  10. Have DTP proposed any CCTV for this Underpass area to monitor the traffic.

  11. Have DTP written to DDA/PWD/UTTIPEC  to correct the roads for ensuring the smooth Flow, if so provide copies.

  12. Have DTP considering or send any proposal to UTTIPEC or DDA/PWD for traffic plan for area, if so copies be provided.

  13. Have DTP given any permission for diversion of traffic from Chawla-Najafgarh to Bijwasan(RoB) to Dwarka while RoB under construction. If so for the delayed construction of Railway Over Bridge have DTP taken any action with MCD and other authorities for the delay which resulted the traffic diversion continued.

  14. Please provide as per latest information from MCD date on which RoB expected to be open for Public at Bijwasan

The issue here is a SHEER VOLUME of traffic.  i.e. the number of cars!  Dwarka has become a ENROUTE TO ALL Gurgaon bound traffic from all over West Delhi (be it Janak puri, Tilak nagar, uttam nagar etc etc). With only 2 entry/exits out of Dwarka - it is almost becoming impossible to drive without getting stuck in jams for hours together.

Alternate could be -  not to allow the  west delhi traffic to use Dwarka entry/exits - but may not be possible. Other could be -  to stop entry during the  office hours so that residents of Dwarka can get a breather! - But again Extremely difficult to get it approved by authorities!   

Now the only way to have some space on the road will be: alternate mode of travel.  So what are these:

1. Metro (the only and best option - may have to change trains but even then it will be better and easy)
2. DTC (number of fleets inadequate and Dwarkites hesitant to use it)
3. Chartered Buses ( need of the hour - lots of them - major thrust required  - NEED TO REVIVE THIS. A/C buses could be pressed into service )
4. Car Pool (timing issue -  difficulty in coordinating) 
5. Staggered office hours (no office is willing to)

Now we have discussed all the about points in GREAT detail.   Unless and until public is willing to try out alternate mode of transport this situation will remain as it is. Everyone wants the comfort of their own car - and why not - they are entitled to this.   If people are happy getting stuck in jams for hours together - so be it.! Nothing can be done.   

As most of us think - we need to widen the roads - I think Delhi has the widest roads compared to all other Indian cities.  But the difference is the way we drive.  Senseless driving,  wrong side driving, High speed, Especially 2 & 3 wheeler - no respect for traffic lights, Lights malfunctioning, least respect for traffic rules etc etc .  All these adds up to the jams.  80-90% of the jams are created by us.  So we have to blame ourselves.  If only we follow the rules - things will go smooth - even the waiting hours will reduce - but no - After all we are Indians and in our home land - we will not follow rules - but at the same time in foreign countries WE WILL AND WE SHALL follow rules - because - hefty fines / jail terms - scary!

The choice is with us - what do we want!

Correctly listed measures... I often hear from our readers.. They READ emails but never REACT nor Respond.

To travel 2 KM or 3 KM of ENTRY/EXIT of Dwarka many spend minimum 20 min to 1 hour daily and especially on Monday, Tue, Friday

The indiscipline is evident- In sector 21 UP immediately after crossing the UP every one make JUMP to Service Lane along the Airport Boundary Wall from Main Road. This Obstruct the moment of strait going traffic. Yesterday one bus was breakdown at that service lane still our fellow commuters were lined up in Service road and blocked main road that led to Jam of over 40 to pass just 2 KM.  Busiest areas of ITO, ASHRAM Chowk or South Ext or DC have less TMC still clear the traffic in less than 15 minutes.
As per recent RTI reply by DTP NO JAM in Central Delhi Range.  Still they have large number of DTP staff posted.
Anyway some villagers have come forward and doing little volunteer-ism at Pushpanjali and Sector 21 T Point...

Our Great Dwarkites..less be expected them... Let them read emails, News, Tweets, Forward Whatsapp messages that what they could do..

our efforts should continue...

Reji Sir, your anguish is genuine, but this type mentality prevails everywhere and in all fields. No doubt such people get thrashed from their family who use to say 'the problem is not only for you but for all but you are most bothered". 

Frankly speaking such botheration is so enthusiastic that it provides vivacious energy and inner satisfaction.
