Subject: Traffic Bottleneck at Sector 21 MetroStation and Dwarka Link Road from 210 to Under Pass Road. Suggestion for consideration- till the opening up of Bijwasan RoB.

As you may very well aware that RoB construction of Bijwasan resulted in diversion to Dwarka UER-ii on Dwarka Link Road. The morning traffic volume alarming high as well know. An average it take minmum 20 to 30 minutes to pass the stretch from Road 210 T-Point to Pushpanjali Crossing.
To resolve this issues we have been taking up with SDMC, Northern Railway, DDA, PWD etc. As per reply from SDMC-Najafgrh Zone Enginners recently informed that last part of land acquiring for the drain below the RoB at Bijwasan was completed by Delhi Govt. The Railways will now start drain work and after that only the SDMC plan to open the Bridge. The RoB is ready in its all practical purpose. They have also informed the Traffic Police will conduct check and take decision. In this matter we request you to do a trial run to allow at least 2 Wheelers and Cars to use the RoB during peak hours from 8 to 10 AM and test the traffic plan.
The sector 21 Under Pass is getting chocked due to multiple reason such as diversion from Bijwasan Road, The condition of the Road at Under Pass, The Road condition from Shahbad Railway station along IGI Boundry Wall. To address this issues we suggest the following:
1. The traffic coming from Chawla(diverted traffic of Bijwasn) from that PWD over the Drain Road be allowed to use WRONG SIDE Lane of Sector 21 under pass for only during morning peak hours when the traffic from Pushpanjali to Dwarka side is very marginal. The area required is just ONE LANE to drive which may be barricaded using small plastic poles. Instead of 4 staff at T- Point 2 may be posted here one at Pushpanjali Entry side and other at UER-ii slip road side. MAP along with suggestion enclosed.
We have also requested DTC, DIMTS to shift the Bus stop from bell mouth of UP.
Concerning the Roads under DDA Fly Over division we have already followed up with DDA FO-1 and hope some action to relaying of fresh bitumen for underpass. The repair of Over Under Pass road that links Shahbad and Indian Oil Depot side. We had also written to Northern Railway to widen the Railway Crossing at Shahbad near SPG Complex. Airport authority and DDA/MCD requested to put storm water drain on the Shahbad Road along IGI boundry wall. The Road from Shahbad Railway Crossing till Sector 8 Metro station DDA informed will be relaid soon and tender called.
Also on 3rd Oct 2015 Dwarka residents are meeting other Police Officials , we do hope the area ACP-T and TI, Kapasehra and Dwarka could join for interaction.
We request the DCP/ACP/TI to take the above suggestion to reduce the jam.

Delhi Traffic Police be requested provide the following information
- Please provide the Name of TI ACP DCP responsible for the Dwarka Link Road, NH-8 Radisson U Turn over area traffic.
- Please provide the TI ZO responsible for ensuring smooth flow of traffic from Sector 21 T Point in front of Metro Station 21 (Road No. 210), Dwarka Link Road.
- Please provide the name and designation of the authority responsible for stopping entry of vehicle from main road 210 to Dwarka Link Road(UER-II or 100 Mtr Road at T- Point). If any written instruction given to staff by TI/ACP please provide the same.
- Please provide the reason recorded for allowing the traffic merging at Mouth point of Under pass at Sector 21 (mainly the loop road) and affecting the smooth flow of traffic.
- Please provide list of staff at each point at Sector 22/21 T Point, T Point at 210 End deputed and on whose instruction. If any standard instruction given please provide the copies of the same.
- Have DTP proposed shifting the BUS Shelter just before under Pass and after the under pass while entering to Dwarka? If so please provide the copies of the same. In case the same is not taken up, please provide as per norm responsible personal with designation to take up with DTC and DTIDC ?
- Please provide the mechanism adopted by DTP to clear the traffic jam on Sector 21 Under pass.
- Please provide reason recorded for allowing wrong side drive on Sector 21 underpass in the morning peak hours.
- Please provide have DTP made any provision for NO Halt/No Stop before and after under pass. If not please provide the name and designation.
- Have DTP proposed any CCTV for this Underpass area to monitor the traffic.
- Have DTP written to DDA/PWD/UTTIPEC to correct the roads for ensuring the smooth Flow, if so provide copies.
- Have DTP considering or send any proposal to UTTIPEC or DDA/PWD for traffic plan for area, if so copies be provided.
- Have DTP given any permission for diversion of traffic from Chawla-Najafgarh to Bijwasan(RoB) to Dwarka while RoB under construction. If so for the delayed construction of Railway Over Bridge have DTP taken any action with MCD and other authorities for the delay which resulted the traffic diversion continued.
- Please provide as per latest information from MCD date on which RoB expected to be open for Public at Bijwasan
