Reg: Penalising people/shops littering on public places.

 

In response a recent RTI the challan status for littering individuals & shops has been informed and it is very surprising that pace of this activity is very-very sluggish, and almost negligible number of challans have been issued. It seems that for unknown reasons your staff is apparently hesitating & shying away from responsibility of booking people for the offense of littering at public place.

 

On one side corporation is struggling intensively with shortage of funds and almost begging with central & state Govt. on other side this opportunity to earn a bit more revenue through this legitimate means is being let go unavailed:

 

Among others, the major visible culprit of floating garbage on road is plastic wrappers, which mostly constitues ice-cream, namkeen/chips packets, pan masala pouches & empty tea cups. You can easily and strategically place your enforcement teams around shops which sell these items and can easily catch hold of littering people those throw empty packages on road. For effective results the teams need to work beyond regular office hours. With existence of large number of people habitual of throwing wrappers on road the drive can be yield sustainable good results.

 

Everyone wants Swachh Bharat but it is possible unless you impose fine on people creating nuisance of public places? While it is on record that SDMC has failed in getting work from SK for 8 hours – at least it can ensure to challan people those litter everywhere. How can SDMC let tself fail on both the fronts?

 

At present people fearlessly & shamelessly throw garbage on road and as they are reasonably confident that there is no one to punish them. In fact, in actual life there is hardly any one who has faced penaty for this offense. Initiating drive has become very much necessary and you may even consider increasing the penalty amount from Rs.50/-. In starting days you should send out teams with daily targets as like Traffic Police. If traffic polce can earn handsome amount thru callans why can’t SDMC? For effective drive it is suggested that teams from corss region be sent.

 

Booking more & more peple for this offense would have farfetched results & serve following immediate purposes:

(i)             Boost revenue collection for cash starved corporation,

(ii)            Reduce work load on safai karamcharis,

(iii)           Bring discipline among people and

(iv)          Improve cleanliness

Instead of just demanding more money from Govt to implement Swachh Bharat it would be of great help to start prosecuting littering people. It is understood that SDMC has also not imposed fine on any body under defacement laws. We request you to immediateky launch a campaign to penalise people for littering & defacement, this will be your greatest help to achieve ‘Swachh Bharat’. It is suggested that such a drive be launched in whole jurisdictional area of SDMC, you may begin the drive from Dwarka itself.

 

It is reiterated that not punishing offender for littering is actually an encouragement to filth speading people/shops which ultimately make whole society suffer. As a municipality SDMC would be short of its duty if it does not initiate a rigorous campaign to book the culprits.
