Reg: Complaint against DERC.
“There are several co-operative housing societies in Delhi which have single point of supply, and societies in turn supply power to residents through sub-meters. Now for the operational convenience, efficiency & other reasons many of them wish to convert it to multi point supply connection directly in the name of individual consumers. Initially doscoms used to handle such cases at their own but later on they referred the matter to DERC for framing standard regulation to deal with such requested. For the purpose BSES sent the matter to DERC in Oct 2014 for approval of standard draft scheme so that all the cases can be handled in a uniform way.
However, otherwise as per orders of DERC the discom cannot refuse electricity connection to any house of co-operative society. So even today as per rule, a flat owner residing in a society is authorized to apply for a new electricity connection to discom. But surprisingly DERC is sitting on the file sent by BSES for past more than 15 months without disposal? In a way DERC, indirectly, has allowed BSES to withhold multi-point conversion applications impacting thousands of flats.
We had filed RTI in June 2015 to know the status why there is delay in processing the file but DERC refused to provide the status of file. Even after another RTI application & repeated appeals the movement status of file is kept hidden under carpet. This confinement of information about movement of a file gives a suspicion about the state of affairs in DERC. By denying such a simple straight forward information they have also made a mockery of RTI Act.
Since the issue impacts to thousands of flats request direct Chairman of DERC to look into the matter and clear the scheme at the earliest.
