The Delhi High Court on Wednesday issued notice to the Haryana government over the Munak canal water sharing dispute, saying it’s “tragic” that the issue has not been resolved yet while citizens are deprived of water.

A Bench of Justice BD Ahmed and Justice Siddharth Mridul issued notice to Haryana resident commissioner in Delhi after noting that over 80 MGD of water is being lost every day because of seepage as water is being transported through a katchcha canal instead of the concrete Munak canal.

A PIL had been filed before the court asking for commissioning of the new Munak canal. The case will now be heard next Wednesday.

In a related case filed by a retired army officer, work on completing the water supply pipeline from Haidatpur-Munak canal to Dwarka water treatment plant shall now begin as Delhi High court on Wednesday gave permission to DJB to lay down pipeline through private properties.

I have also a document wherein political intervention has been mentioned for illegal water connections made and going on openly. I appreciate the officials that they have come out with their clear intentions. In such a scenario officials seems to be helpless. 

Instead of setting up a role model for fighting corruption, illegal activities are being politically protected just for the sake of vote bank.

Then why did they(DJB) collected money for Water, Sewer ?
Was DJB not part of the Master Plan Delhi (MPD)? I have not seen anywhere mentioned that DJB object to development.
Even today DJB have no water but Delhi continue to develop.

Reply received various zones of DJB has a similar reply "Do not pertain to the Division". Means CAG para has not been taken seriously by authorities. 
Also it may be known to all the residents of Dwarka sub-city that DJB has well in time (1992) informed DDA that they are not in a position to provide water for the sub-city. DDA still go ahead with the project.

This is planning to fool the legitimate residents of Dwarka.

(a) whether Government’s attention is drawn to acute water crisis in Dwarka, sub-city of Delhi, if so, the details thereof;

(b) whether Delhi High Court had also sought status report from Delhi Jal Board (DJB) to resolve water crisis in Dwarka;

(c) what is the status of completion of raw water pipe line from Bawana to Dwarka for commissioning of water treatment plant at Dwarka by DJB;

(d) the progress of completing 103 km. long Carrier Lined Channel from Munak (Haryana) to Haiderpur (Munak Canal) for supplying water to Delhi; and

(e) if there is delay, what alternative is suggested for providing water?

THE MINISTER OF URBAN DEVELOPMENT

(SHRI M. VENKAIAH NAIDU)

(a): Water supply in Delhi is within the purview of Govt. of NCT of Delhi. The Delhi Jal Board (DJB) has reported that Delhi Jal Board gives bulk 5.5 mgd water supply to Dwarka under the interim arrangement made from Nangloi Water Treatment Plant(WTP). Delhi Development Authority (DDA) distributes and maintains the internal distribution of water supply network in Dwarka. As per plan under rationalized distribution of water supply in Delhi, Dwarka city has been allocated supplies from Water Treatment Plant (50 mgd) at Dwarka. The Plant is awaiting commissioning for want of raw water which is planned to be available to Delhi after commissioning of Career Lined Channel (CLC) called Munak Canal. 102 km long Munak Canal has been constructed at a total cost of Rs. 520 crores by Haryana against deposit of funds by Delhi Jal Board. Commissioning of the Canal will make 95 mgd additional raw water supply available to Delhi on account of savings in enroute seepage losses in the existing unlined canal.

(b): Yes, Sir.

(c): As per the scheme, the twin 1500 mm dia raw water transmission main were required to be laid from Irradat Nagar to Dwarka in a length of about 22 kms. Construction of the pipe line has been completed except in a length of about 600 mtres. where DDA has to remove encroachment at three places namely Bhagya Vihar, Masoodabad and Dahiya Farm.

(d) & (e): The construction of 102 km long Carrier Lined Channel (CLC) called Munak Canal has been completed. This infrastructure is expected to benefit about 35 lac people in water scarce areas of Delhi. Haryana has already constructed the length of CLC falling in its territory while Delhi portion has not been commissioned. In view of above delay in commissioning on Munak Canal and WTP at Dwarka, the gap between demand and supply in met, to the extent possible by optimizing of ground water resources and water tanker services provided by DDA in Dwarka sub-city.
