The Lieutenant-Governor (L-G) has issued directions to the Delhi government for setting up of a district task force to check and act against encroachment on public land and construction of buildings without sanctioned building plans. The task force will operate in all nine districts of Delhi and will comprise regional representatives of major land owning agencies.

“The district magistrate or deputy commissioner will be the chairman of this task force. The DCP of the district will be a member of the task force. Other government servants in the force will include officials from Delhi Development Authority (DDA) and Public Works Department (PWD), not below the rank of executive engineer, and officials from the municipal corporations,” a government official said.

The L-G had issued this order, seeking formation of the task force during the last week of March.

According to Delhi government officials, the task force will direct all land owning agencies to protect and recover encroached government land. “The task force will act on information or complaints, and source intelligence on encroachments and construction of building without sanctioned building plans,” the official said.

This task force will operate as a common platform for coordinating the actions of different agencies, including police, for effective action against encroachment. “Most issues related to encroachment cannot be resolved due to multiplicity of authority. Such a task force will help take care of such problems,” the official said.

The task force will also have the power to recommend disciplinary action against officials of any land owning agency, police or public authority for failure to carry out orders.

“The task force is expected to hold meetings every fortnight. It can also issue directions and orders to various land owning agencies and local bodies to protect and maintain government land,” an official said.
