Reg: First Appeal under RTI.

 

We had sought inter alia, following information under RTI vide our letter no. SKG/DDA/259 dated 28/Nov/2014. IN response Er S K Garg, PIO/SE(HQ) wide letter no. CE(DWK)10(25)14/RTI-2941/DDA/1748 dated 27 Mar 2015 has provided following response:

 

Query:  Under section 2(j) (iii) we want to collect 5-6 certified samples of structures constructed by DDA. Please inform a suitable time from 13 to 17 Dec 2014. We shall start from your office at Manglapuri. 

Reply: Does not cover under RTI.

Grounds of Appeal: It is surprising that PIO has straightforward refused to entertain the application citing its non-coverega under the act. However, there is specific provision under RTO act for lifting of samples for verification purposes, hence equest ca not be turned down arbitrarily.

Appeal: Request advise date & time for lifting samples under RTI from sector 10, 12. You may co-ordinate through telephone as well.  (# 9891271854)

 

Query: It is understood that the job of fixing road numbers on all the roads in Dwarka was to be taken up – however we see no such work being carried out and most of the rads are still without any identification mark even after more than a decade of inhabitation. Please inform whether the job of fixing road signs is being taken up. If yes the progress report thereof and if no the facts & reasons for not fixing road sigages on roads.

Reply: On most of the main roads identification has been marked.

Grounds of Appeal: The information provided is not only incomplete but we also challenge the authenticity of this part information. On most of the roads in Dwaka and also at most of the length there are no sign boards to indicate road name/number. For example road starting from Mother Dairy Booth No. 150 (Near Bal Bharati School) sector-12 and leading upto round about Palam Village running for almost 5 kilometer there is not even a single sign boars indicating road number. This is not an isolated example but is the situation on most of the roads. The pending incomplete initial work done for erection of columns to fix overhead sign boards for past one decade can be seen at many places. It is rather unfortunate that after one and half decade of inhibaitation Dwarka residents are struggling to get road number plate fixed? DDA can be seen wasting resources on unnecessary replacement of kerb stone, erection of useless walls (against norms) on footpaths but when it comes to fixing of name plate DDA shy away. Please note that even exsiting boards were fixed by DDA after exchange of many RTIs.

Appeal: Request depute team to verify the fatcs &

(i)            Counsell PIO to avoid furnish frivolous & half baked replies,under RTI,

(ii)           Advise him to furning complete factual position and  

(iii)          Arrange for installation of name tag on all the T points, crossings & every half kilometer of running roads.

(A) The specific locations & type of material of which samples are to be collected is not mentioned. Kindly intimate the type of material & specific locations. The collection of sample shall be subjected to depositing the charges connected with the sample material/damage, repair etc. The samples shall be taken as per CPWD specification/procedures and/or relevant standards and shall be got tested in approved laboratory at your cost.

 

(B) ...it is further intimated that missing boards are being identified & shall be provided as per requirement after calling tenders.

Explore to file a Complaint u/s 18 of RTIA 2005 for the denial of Sample under 2(j) (iii) of RTIA 2005.

These people very well know that if the sample is picked up and get it tested. They will have to face the PROBE.
