Flyover fails to ease congestion

NEW DELHI: Three years after the Pankha Road flyover was thrown open to traffic, residents of west and southwest Delhi continue to battle snarls on a regular basis. They allege the flyover has failed to serve its purpose due to poor planning by government agencies. 

The carriageway connecting Pankha Road and Dabri remains chock-a-block with vehicles due to bad design, say motorists. There are four buildings right in the middle of the carriageway due to which there is just 5m space left for vehicular traffic on the 12m-wide road. "Only one car can cross at a time. Vehicles going towards Dwarka from Pankha Road are forced to slow down at this point, causing traffic snarls. It takes over an hour to cross this stretch during peak hours," said David Paul, a resident of Dwarka. 

To avoid this bottleneck, many motorists drive on the carriageway meant for vehicles coming from Dwarka. "Because of this, traffic coming from Dwarka has to slow down just before getting onto the flyover. It is very dangerous as chances of a head-on collision are high," said B Jagganna, another resident. 

The flyover was planned by the erstwhile MCD in 2009 to ease traffic congestion and provide better connectivity between west and Central Delhi. The Rs 108-crore project was completed in 2013. 

The South Corporation, which has constructed the flyover, and the government agencies are unable to clear this traffic bottleneck as the owners of these buildings have a court stay order, said civic officials. 

According to commuters, they are suffering due to a goof-up made by the corporation. "Before starting any infrastructure project, a feasibility study is a must. The government should have the ownership of land. It should have addressed this problem much earlier. It is the people who are now at the receiving end," said Arun Banerjee, an RTI activist and a resident of Dwarka. 

The owners are demanding compensation as the plots were allotted to them under the government's 20-point programme. "The compensation has to be paid by the government or DDA. We can't demolish the buildings as the matter is sub judice. We had informed DDA about the problem before initiating the project work," said Ashish Sood, the leader of the House, South Corporation. 

The matter has been discussed on several occasions at District Magistrate's office. "We agree that there is a serious traffic problem in the area due to these houses. But there is a court stay. We will go through the relevant papers and move a proposal to the Delhi government to shift these properties," said Ankur Garg, DM, southwest. 

Locals want LG Najeeb Jung to intervene in the matter. "The LG should look into this matter as he is the administrative head of the city and DDA is under him," said Banerjee.
