Centre notifies land pooling norms

Policy Announced Over A Year Ago; Will Help DDA Get Land For Housing

New Delhi: TIMES NEWS NETWORK  : May 27 2015 : The Times of India (Delhi)

Taking the city a step closer to another housing boom, the Union urban development ministry notified operational guidelines for implementing the land pooling policy on Tuesday.The policy itself was notified one-and-a-half years ago and its implementation will help Delhi Development Authority (DDA) obtain land for housing without getting mired in the lengthy land acquisition process.

Although DDA hopes to implement the policy in the next two months, it will have to wait for the Delhi government to notify 95 villages as development areas. Before that, the government has to declare 89 of these villages as urbanized. “The file in this regard is with the government.The lieutenant governor has asked it to expedite the process,“ said a DDA official. Most of the villages are in west, southwest and north Delhi.

DDA officials say the policy will make it possible to build 24 lakh to 25 lakh housing units. “DDA has not acquired any land in the city in the past decade due to the stringent provisions of the Land Acquisition Act. It is a time-consuming process.This policy helps us develop infrastructure without ac quiring land,“ said Balvinder Kumar, vice-chairperson of the agency .

The policy favours those who provide DDA with larger land parcels. On contributing 2-20 hectares, the owners will be compensated with plots measuring 48% of the original. For 20 hectares or more, he compensatory plots will measure 60% of the original.The owners will be able to build residential, commer cial, public and semi-public facilities on these alternative plots (see box).

The alternative land will be allotted through a computerized process, and those who apply first will be given pref erence. If a group contributes land, DDA will have no role in splitting up the compensation among its members. “We will plan the area's development and accordingly allot land. There will be no manual intervention, though the department will follow a policy of first-come-first-serve.Those who apply in the first month will be eligible for prime plots,“ said Kumar

DDA will collect external development charges (Rs 2 crore per acre) for building infrastructure from the land contributors, and for the first ti me there is a clause to penalize it for missing deadlines.“In case we fail to develop basic infrastructure before the completion of projects by developer entities, we will pay them 2% of the external development charges in the first year and 3% in the successive years,“ said Kumar. EDC will be waived if the contributors surrender 8% of their alternative plots.

The housing and commercial projects will have to be developed within seven years of getting the alternative plots, but more time will be given on payment of a penalty . The government will allow 15% extra floor-area ratio for construction of houses for the economically weaker sections, and DDA will buy half of these at a predetermined rate.

This going to be DISASTROUS for Dwarka.
1 The so called L Zone already many advt- which will flee many good citizens.
2. There will be any restriction one can posess number of flats.. people may buy more than 2 and real needy one never going to get.. stillover 50% Dwarka is occupied by tenants as owners have made these flat as additional.
3. The entire infra will collapse - What we see now the Gurgaon.. lets leave that even with so much planning on paper Dwarka is struggling. Imagine just adding a new WORD from Real Estate Sharks "SMARTCITY"
4. Look what happend to Pvt build CSC/LSC/MLU s in Dwarka- No parking, No Water Harvesting, No public Place.. even if some thing is there lia PIZA of Sector 6 market fully encroached..
5/ we all know how to manuplate the so called EWS- be it Schools or Pvt Hospitals if that be the case imagine...with Real Estate sharks..
anyway its endless and not in our domain...

Its more than a word called DISASTER... DDA is a pure FINANCE COMPANY and one of their stated objective is to compete with World Bank or at least ADB... Being a government body, another ancilliary objective is to ""ALIGN ONE ROAD CORRECTLY"" - and on this, the countless engineers are still working on.. For the Development Agency, there is nothing left for development (in real terms, a DEFUNCT ORGANISATION)  The babus cunning brain started working and result is :  LAND POOLING SCHEME. Best is, DDA managed to convince UPA & now NDA - one can safely conclude, there is too much involved !!! There is no state govt role as propagated by DDA but the group will ensure that everyone benefit in some form - the SCHEME should gallop with speed...

After Land Pooling additional 25 lakhs flats will be built by DDA. It will act as atom bomb for Delhi which is already innumerable problems from traffic jams, pollution. Civic structure will collapse with no additional place for landfills and treatment plants. Leave aside water and electricity for which Delhi already struggling.

Beside the real estate sharks but many in Dwarka itself are holding benami flats, occupied either by tenants or vacant. Benami Act is still not a paper tiger.

Firstly Government should arrange water, electricity, transport and other civic amenities to the present population then think of other or additional households.

In the 1980s, NCRPB was formed to decongest Delhi- to develop satellite towns to deflect incoming population to Delhi. That time Delhi's population was approx. 8 Million. Its 18 million now. Its beyond any explanation why DDA is forgetting those aims and congesting Delhi more and more.

25 lakh houses mean 1 crore new population, considering four per family. Almost the same number of people migrate in the form of cheap labor to build to build these housing and the infrastructure for that.  Thats makes an addition of 2 Crore. Delhi's population today is 1.8 Crore. Just imagine , if its doubled.

World over upto  5 million cities are most liveable, whether its Berlin or Munich. Beyond 5 million, the quality of life deteriorates. Imagine, Delhi, that is 18 million now , what would be the quality of life when it would be 40 million. Air pollution- double, water scarcity- double, shortage of landfills- double...........

Actually, its the Real estate lobby hand in glove with planners thats promoting all this. Most of this R Zone coming next to Dwarka, it would turn life into a night mare here. So much traffic would generate that we would be able to live here.

Be ready to shift out of Delhi in next 5-10 years.

Diwan Ji I appreciate ur suggestion "shift out of Delhi in next 5-10 years".  But these 5-10 years will be so painful and perilous, survival is a big question. As not only under ground resources but on ground facilities are also showing diminishing trend.

This is just "Law of Diminishing marginal Utility".
