DJB is supplying about 5.5 MGD bulk water to DDA at CT-2, Sec 3, Dwarka
DWARKA FORUM RESPONSE
DJB
1.      Dwarka Forum agrees with figures of water submitted by DJB at CT-2.
2.      DJB has not given the breakup how this water is divided among DDA (For distribution in Dwarka area built by DDA), DJB (Area served by DJB from CT-2) and water dispatched to Indra Gandhi International Airport.
3.      Quantity of Leakage & Theft.
4.      Name of Villages, Authorized Colonies, Regularized Colonies, Slum and Pocket built under 20 Program in area served by DJB from CT-2 supplied water.
5.      As per our thinking DJB serve large area from CT-2 & CT-4.
6.      From number of DDA water networks DJB consumers draw water.
DDA
1.      All sectors of Dwarka receive water from Command Tank 2 (CT-2) & Command Tank 4 (CT-4) DDA has given rough estimate of water available for distribution in Dwarka due to non installion of water meters.
2.      Now DDA is giving water output from 19 (16 New plus 3 Old) bore wells 0.45 MGD. DDA gave assurance to court while agreeing to dig 16 bore wells with water output of 1.4 MGD.
3.      DDA has not told area / population covered by these two command tanks.
4.      DDA designed all Dwarka water infrastructures (WTP, Six Command Tanks, UGR/ BPS & Bulk water pipelines) to handle 40 MGD water, now supplying 3.95 MGD (3.5 from DJB plus 0.45 from bore wells)
5.      Numbers of DJB consumers are drawing water from DDA water pipes.
6.      DDA estimates are never reliable. See past commitment given to court & reality after installion of meters.
7.      Condition of 16 bore wells commissioned by DDA under court order is very bad. Wastage of water. Enclosed pictures will speak for same. (PPT enclosed)
 
We admit 16 Bore Wells are commissioned and six water flow meters installed but water output is only 0.39 Million Gallon per Day as per data provided by DDA in earlier affidavit. Yet four wells (Used for Tanker filing in Sec 24) are not electrified and running on DG Sets.
Population of Dwarka is 0.35 Million. This additional water (0.39 MGD) from sixteen bore wells work out to 1.11 Gallon or 5.05 Liters per person per day only. DDA has achieved this small addition working from Apr 30, 14 to Nov 19, 14, in more than six months after repeated follow up of court.
In “DDA Housing Scheme – 2014” DDA has offered 2392 flats to public for allotment/sale in Dwarka. Water required for new allotted flats at the rate of minimum 800 liters per flat per day comes to 19, 13, 600 liters or 1914 KL. So demand will increase on account of new allotment by 1914 KL  where as supply is increased by 1780 KL (0.39 MGD) only from 16 bore wells as a short term relief under instructions of Delhi High Court dated Apr 30, 2014. DDA has not informed to the public in brochure of “DDA Housing Scheme – 2014” that adequate potable water supply for these new offered flats are not possible.
Due to insignificant increase in water supply and allotment in new societies practically quantity of water is not increased in Dwarka.

4 Tube wells were connected to filling point at Sector 24, Dwarka from where tankers are filled and water is supplied to residents of Dwarka area which are tail end of the water supply network and water pressure is very low through the water supply network therefore the water is being supplied to the residents by using eater tankers.

DDA is supplying inadequate water in pipe boosting and tankers in all Cooperatives Group Housing Societies (CGHS) of Dwarka, irrespective of physical location. DDA claim is wrong that tankers water is supplied in tail end of network. Even DDA is filling Under Ground Reservoirs/ Booster Pumping Stations (UGR/BPS) by Tanker e.g UGR/ BPS at Sector 12 (Receive 40 Tankers daily), Sector 4 (Receive 10 Tankers daily), Sector 6 (Receive15 Tankers daily). May be due to Tanker Mafia & DDA Officials understanding. As evidence we can submit “DDA Water Tanker Bill” from all around 350 CGHS of Dwarka.

DDA informed out of 16 bore wells 6 are functional and which are supplying 0.5 million gallon water per day.
When all the sixteen bore wells become functional they would be capable of supplying approximately 1.4 million gallon water per day.

When water flow meters were not installed DDA submitted in court on Sep 9, 2014 that from 6 functional bore wells are supplying 0.5 MGD water, on installation of flow meters on all 16 bore wells, water supply is only 0.39 MGD. DDA planning/ data/ approach is not reliable.  Dwarka residents are suffering for more than fifteen years.
DDA also told to court that total planned output from 16 bore wells will be 1.4 MGD but DDA official measurable figure is 0.39 MGD. DDA is not serious about water problem of Dwarka but busy in new “Land Polling Scheme” to add flats in Delhi without water.
