Misleading information from DDA, DWK to PMO

Sir,

This has reference to email dated 28.6.14 regarding encroachment on Nasirpur Road by an illegal kiosk.  Till date DDA, Dwarka has not been able to remove it but wrong and misleading information is being provided officials at Vikas Sadan.

Kindly refer PMOPG/W/2015/0106035 ​wherein it is informed that the kiosk has been removed​. This is the status report as on April 19, 2015 provided to me.

It is also learnt that the kiosk still stands 

            

This shows that misleading and wrong information has been provided to DDA Hqrs (EM Office) .

It is requested that the matter be enquired into and suitable action taken for providing wrong information.

When I spoke to EM Office on 14.7.15 they are still with the grievance received on 18.6.15 from LGO but not forwarded to DDA, DWK.

This has reference to grievance number PMOPG/W/2015/0106035 dated 13.10.14 responded on 17.4.15. The wrong & misleading information provided was brought to the notice of DDA but no action was taken. Is it fighting corruption. The matter is pending for more than a year but authority is non-serious in taking action against illegal activities.

Grievance was lodged with PMO as after getting detailed information through RTI, where irregularities were noticed both on the part of SDMC and DDA. It was brought to the notice of both SDMS and DDA  but they are non serious in cleaning up the wrong doings. 

Another grievance was lodged in continuation of the previous grievance with number PMOPG/E/2015/0001070 on 18.6.15. The action taken is yet to be received. Taking so much time puts a question mark on the working of DDA. 

Speed post letter on the issue was addressed to PM on July 2,'15 which is yet to be responded.

Listening Post of LG Office also seems to be inactive as from June 22, 2015 no action has been taken on ground.

As DDA was unable to take timely action in removing illegal encroachment on the footpath of Nasirpur Road. Another illegal kiosk has come up at green area. This shows that there is nexus between DDA and those involved in illegal activities and land grabbing. The photo shows illegal kiosks with yellow cover on footpath and with blue cover on the green area beside the footpath. It can also be seen that the green area has been completely destroyed due to the illegal encroachment. The red stone slabs are also been destroyed. 

The matter was brought to the notice of DDA more than a month. Inaction by DDA and its apathy is taken as DDA is inept to deal with encroachment and illegal activities. This encourages corruption and moral boosting for mafia. Take the case of water supply which was under DDA earlier has also failed miserably to provide piped potable water to the residents of sector 1-A residents whereas illegal connections were rampant. This is an ample example showing corruption is prevailing and authorities are non-serious in fighting it out.

It may please be informed how long DDA will take to act on illegal encroachments and activities going on at Nasirpur Road, as from one illegal kiosk it has risen to two.

This is in continuation of the trailing mail wherein wrong and misleading information was provided to PMO by DDA thru reference no. PMOPG/W/2015/0106035. Also it took 6 months to respond. Grievance lodged in October, 2014 and status reported on 17 April, 2015.  

This is for kind information that illegal kiosk has not been removed till date. This clearly shows that there is close nexus between DDA and illegal kiosk stall​. It is also confirmed that it is known to all and everyone has their share and hands in gloves, otherwise how DDA can provide wrong and misleading information to PMO and no action taken after telephonic reminder. The status was also brought to the notice of EM, DDA Office over phone in April, 2015 and till date it has no action has been taken. 

From above it seems that Government is only vocal in fighting corruption and ground reality is something else. Had Government been serious, action would have been taken when the matter was brought to the notice of EM Office, DDA over phone in April, 15.  

This case clearly shows how seriously accountability and efficiency is taken in DDA. LG will sent it to Listening Post where it will be kept pending for months.

Also on date Corruption Prevails and public are fooled by various grievance redressal portal like PGMS

It may be added that no action and furnishing misleading & wrong information indicates strong nexus. This is sending a wrong signal about the Government which is claiming clean and corruption free Governance. 

If action taken report is not received by 29.5.15, the matter will be brought to the notice of Ministers and PM.

In continuation of my trailing emails since April 23, 2015. Now I understand why the case has not been settled since October 2014 by DDA and Delhi Police after going through the news item published in Mail Today (30.7.15 with headlines "Asia's highest award for Sanjiv & Anshu. Clipping below.  Similarly I was also inspired by our Hon"ble PM word but finding ground reality is something different.

Beside grievances speed post letter was sent to PM on the issue on May 02, 2015 but till date wrong doers are enjoying. Also my second grievance to PMOPG (PMOPG No 0001070 dated 18.6.15) is yet to be attended.  Status shows the grievance forwarded to EO III to EM and under process. Last call was made to EM Office (011-24658392) was on 14.07.15 to know the status but reply was unsatisfactory.

As per Listening Post (no.20151464) status says "....The kiosk was removed on 27.11.2014 but was again installed & matter reported to SHO, Sagarpur on 9.12.14....".

Surprising how long SHO, Sagarpur & DDA, Dwarka is taking to remove the illegal kiosk(s) as since December it is July end means 8 months. Does it not reflect the intention of the authorities? This also shows the seriousness of fighting corruption. The delay is boosting the moral of mischief mongers. Also as per the latest picture from kiosk another stall has been set up on an area marked for Green area. 

This is disappointment over the functioning of DDA and DP - which are under Hon"ble LG.

 It is regretted that DDA's delaying the matter is encouraging the illegal kiosk owner to grab more land. It is surprising also how DDA is sitting on the case although being informed and brought to their notice a year back. It seems DDA is giving free hand and liberty to the owners of these illegal kiosk to do whatever they like as if no law prevails.

Response of Listening Post No. 20151464 dated 23.5.15 is still pending beside PMOPG No 0001070 dated 18.6.15 also to be responded.

Now it also becoming clear why no action was taken by VC or LG on DDA officials who provided wrong and misleading information.  This also shows the seriousness of PMO.

Its really surprising that land owning agency of Delhi, DDA is just playing in the hands of a couple of illegal kiosk holders,

Where is the rule of law when in about one year if an illegal kiosk cannot be removed despite repeated complaints to the highest level i.e. P.M?  The only solace is that Arun Banerjee ji has not received any threat so far.

Refer trailing mail and Grievance status of number 20151464 lodged on 23.5.2015. The status was updated July 21, 2015.  As per the status SHO has been informed by DDA on December 9, 2014 for removal. As can be seen from status appended below.

​Both DDA and DP comes under Hon'ble Lt. Governor and how casually encroachments and illegal activities are taken are clear.  It may be added that due to laxity from one illegal kiosk the numbers are rising as can be seen in the picture below. One coconut seller has encroached near Dasrathpuri Metro Station. It may be the two stalls at the rear have damaged the green area, as that area is earmarked as Green Area. This is complete negligence & irresponsibility and dereliction of duty on the part of the officials who have failed to performed (DDA & DP). A pictorial evidence is given below.

It is urged that all illegal kiosks and stalls and encroachments from Nasirpur Road be removed and explanation of officials both from DDA and DP be called for delaying, negligence and providing misleading information as per PMOPG/W/2015/0106035 dated October, 2014 status updated in April, 2015. The wrong and misleading information is also proved from the Listening Post status appended above wherein it is mentioned that the matter was reported to SHO, Sagarpur on 9.12.14. How then PMOPG is saying it is removed? The photograph below is of August 2, 2015. This clearly shows how public are being fooled by LG Office, DDA and DP. Reputation of these Departments are at stake as far as this case is concerned. There is total absence of check.

Can it be expected that action will be taken on the officials and encroachment will be cleared?
