Sir,

 

We had vide letter no. SKG/PMO/007 dated 21 Jun 2014 forwarded suggestion concerning elimination of several cards an individual, at present, is required to handle like:

a)     Election I card,

b)    Driving License,

c)     Below Poverty Line Card,

d)    Smart Card – National Health Scheme

e)     Permanent Account Number,

f)     PPF/PF No.

g)    Gas connection number,

h)     Tax Identification Number,

i)      Pensioner Order Card

j)      Bank Account Number etc.

 

Issue of separate cards by several agencies, with different data bases, is not only leading to duplication of work but also allowing suspicions persons to maintain multiple identities. With different data bases, at present, it is very much possible to have different ID cards with different addresses. Unification of this is possible, for example the driving license issuing authority can easily be aligned with the job of issuing UID cards having a mention that person is authorized to drive the vehicle, thereby obviating the need for issuing a separate unique identification card by UIAI. Similarly many other departments can also align their activities like this. Even PAN of individuals may be replaced with UID, thereby saving the public from hassles of obtaining & maintaining it. The UID must be necessarily mentioned on all the certificates & mark sheets issued by school & boards.

 

Conceptually & technically it is very much feasible that all the Govt authorities access one data bank and avoid issuing multiple cards. This will not only greatly facilitate handling of one single card by an individual but also would have a significant impact on costs associated with issuing the UID. This will also help spreading the UID to public speedily. With addition of each information there should be a provision to print updated version of UID by the relevant department. The live example of such single data bank is the D-Mat account for buying & selling the securities with stock exchange. The companies all over India access to a unique data-bank of d-mat account for contacting the account holder, be it dividend distribution or report sending or any other thing. The account holder only has to update the change at one place and all companies can have online access to updated record. Likewise, any department updating the information about any individual will be doing it at the central data bank and all the other user departments can have access to latest updated record.

This consolidation can greatly help in controlling tax evasion & also help in security issues because it will not be possible for any individual to maintain 2 addresses.

 

Therefore, following steps be taken to avoid this national waste & bringing great ease in common men’s life:

 

(i)             Mention UID on all school certificates,

(ii)            Eliminate

A)    driving license number,

B)    Gas Connection number,

C)    Passport Number,

D)    Permanent Account Number,

E)    PF number,

F)    PPO No.,

G)    Tax Identification Number,

H)    Labour Registration Number under – The Building & Other Construction Workers (Regulation of Employment & Conditions of Service) Act 1996 or other labour welfare acts,

I)      Registration number under Rashtriya Swasthya Bima Yojana,

J)     Consumer Number for supply of electricity/water etc.

(iii)           Single updated version of card be issued by department effecting latest change.

 

The letter was transferred vide PMO ID No. 1/3/2014-PMP2/July580 dated 30 Jul 2014 to Planning commission and from in turn was, for consideration, transferred to UIDAI vide letter no. O-11017/4/2013-PAMD dated 28 Oct 2014 and now UIAI vide letter no. A.42011/21/2013-UIDAI dated 1 Jan 2015 issued by Sh Rajnish Jha, Dy Director stated that

 

“ UIDAI has been mandated to provide UID to every resident in the country. Aadhar number is an enabler. It aims to provide a soft identity infrastructure which can be used to re-engineer public services so that these lead to equitable, efficient & better delivery of services”.

 

The above remarks of UIAI are non-consequential and no action emerges out of it. This does not seem to be a proper disposal of suggestion. The officer has neither agreed not denied the idea. He has only stated a mandate of UIDAI and disposed-off the application.

 

The unification of several cards & numbers can be another significant step in easing the life of a common man and also result in huge savings to exchequer besides strengthening control. 

 

I request PMO to insert its remarks on the application before forwarding it to any other ministry. Further, since the implementation of idea requires synergy in action by several departments, it is suggested that application be forwarded to M/o Home Affairs to efficiently co-ordinate the implementation of idea.
