Allow me to refer to append the below complaint from Dwarka Forum - Secretary.
Ref my previous email dated 29/4/2015 , 28/8/2015 to Delhi Police (Enclosed as Annex 1, 2, 3)
Sir,
Should we wait for a disaster to book a Negligent and culprit?. When preventive arrest could be made in many cases, why not preventive action be taken against these engineers endangering public life.
The negligence as evident from numerous pictures and communications suggest that these Officials intention to harm innocent lives.
A police officer is suspended for dereliction of duty whereas putting public at risk on roads/footpaths puts so many lives at risk. DDA engineers should be held accountable and booked.
DDA engineers are duty-bound to follow the specifications laid down as per CPWD and DDA QAC/UTTIPEC guidelines.
Instead, they openly digup road and leave it for months. The missing or damaged slabs and manholes never repaired/replaced, while as per duty manual they need to DAILY check. They also cause serious environment pollution resulting huge dust particles and other damages.
Not far away from ACP/SHO Sector 23 office you will find many such negligence. Your office is also aware of lack street lights in many areas, improper road condition for Police even to patrol.
In a recent interaction with even elected representatives also expressed deep anguish for non cooperation from the DDA Engineers.
We therefore request you to direct area SHO/IO to make Daily Diary under section Section 336 (endangering life and safety of others) and Section 288
(negligent conduct) as done in some other states.

Sub: Complain against Chief Engineer, DDA Dwaraka.
The DDA officers are playing havoc with the safety of Dwarka resident as there is no certainty when & where they will dug up and leave it as it is. There is no care to see that dug up stretches are at least temporarily leveled so as not to pose danger to passer-by. There is no concept of taking prior approval from traffic police, for digging & putting up the safety sign boards till the area is not restored, in gross violation of concerned Rules.
In addition to digging, open holes in footpath, for long time, also pose serious threat to safety of residents.
The attached photographs of dug up spaces & open manholes relate to area near Rock land Hospital sector-12 Dwarka.
In recent past an apparent illegal & dangerous speed breakers has also come up in sector 6 between road from plot 4 to 20 against the laid down norms.
Now when there are enough reports in newspapers giving data of accidents/deaths taking place due to such acts in different parts of country, the Chief Engineer, DDA who is responsible for maintenance of roads in Dwarka must be prosecuted for such criminal negligence under appropriate sections of IPC. This on record negligence in maintaining roads has a potential to kill, injure or damage property of citizens.
For all the above allegations photographs are attached as proof.
Please acknowledge & provide us information about action taken. In case you decide not to file a case please let us know with reasons so that we can take up matter with higher authorities.
