GOVT FORMATION IN DELHI

Repeat 1998-UP experiment for formation of government in Delhi.

It refers to peculiar political situation in Delhi where no political party or combination of parties is in a position of forming a government. It is also not sure if any political party may get absolute and decisive majority in case fresh elections are held in Delhi.

 

Constitution also provides a system whereby Chief Minister can be elected by secret vote of all elected members of Legislative Assembly, an idea which was once adopted in electing UP Chief Minister in the year 1998. Same formula adopted with some suitable and stricter modifications, can now be adopted in electing Chief Minister of Delhi like also is the system adopted in Israel for electing Prime Minister. It is significant that hung Parliament and frequent elections were quite common in Israel before adopting system to elect Prime Minister by secret vote of Parliamentarians.

 

Chief Ministers together with Speakers and Deputy Speakers should be elected simultaneously by secret and compulsory vote on nominations signed by at least 34-percent of all MLAs through EVMs. MLAs not participating in such a democratic process of electing Chief Minister and others should lose voting right in legislative-assembly. Such an elected Chief Minister may only be removed by same process but with compulsion of naming alternate leader in the same motion.
