Reg: Suggestion concerning Unification of multiple Unique Identity Cards/Numbers.

Concerned Ministry: Directions be issued by PMO to Secretary MHA & Revenue to jointly discuss & take a step forward.

 

Sir,

 

I have been trying to attract the attention of Government towards ‘a mess in making’ which can have a serious governance issue on long run besides creating a serious operational challenge & inconvenience for public. This can also lead in planning of frauds as well.

 

Problem: At present, among others, there could possibly be following IDENTITY/NUMERS tags one may be subjected to handle:

 

a)    Election I card Number,

b)    Adhaar Number,

c)    Driving License Number,

d)    Below Poverty Line Card,

e)    Smart Card – National Health Scheme

f)     Permanent Account Number (Income Tax),

g)    Unique Account Number of Provident Fund, (UAN)

h)    Permanent Retirement Account Number under National Pension Scheme,

i)      Public Provident Fund Account Number.

j)      Gas connection number,

k)    Tax Identification Number (under VAT),

l)      Pensioner Payment Order Number,

m)  Bank Account Number,

n)    Passport Number,

o)    Registration Number issued by ESIC,

p)    Registration number under Building & Other Workers Welfare Cess,

q)    Security Transaction Account Number,

r)     Consumer Account Number with telephone service provider,

s)    Consumer Account Number with electricity supply department provider,

t)     Customer Identification Number with each bank separately,

u)    Employee Identity Number,

 

 

Issue of separate cards by several agencies, with different data bases, is not only leading to duplication of work but also allowing suspicions persons to maintain multiple identities. With different data bases, at present, it is very much possible to have different ID cards with different addresses, which can be used for different purposes. Consolidation of this is necessary otherwise it is definitely going to create a big mess.

 

 

Solution: Combining several cards would bring an ease in common men’s life and besides reducing administrative burden of issuing & maintaining it can help put in place robust control mechanisms. For the purpose it is suggested that Identification cards be grouped into 2 categories i.e. (i) Business/Taxation & (ii) Social. For all taxation purpose only PAN should be used. Like for registration under VAT/GST/Entertainment Tax etc. PAN should only be used. The PAN should also undergo a name change and could possibly be called as ‘National Tax Identification Number’ which would truly resemble the actual character of PAN.

 

Adhaar being having the widest penetration & range, for rest of the purposes possibly only one unique number which could be Adhaar card is possible, for example the driving license issuing authority, which are already equipped to record iris/finger prints, can easily be aligned with the job of issuing UID cards having a mention that person is authorized to drive the vehicle, thereby obviating the need for issuing a separate unique identification card by UIAI. Similarly many other departments can also align their activities like this. The EPFO, ESIC department should stop issuing their own unique numbers and all data base should only revolve around Adhaar. Since one individual can open only one PPF account number, it should also be Adhaar based only. The UID must be necessarily mentioned on all the certificates & mark sheets issued by school & boards so as to reduce the chances of its misuse by some other candidate.

 

Approach: Conceptually & technically it is very much feasible that all the Govt authorities access ‘one data base’ and avoid issuing multiple numbers. This will not only greatly facilitate handling of few numbers by an individual but also would have a significant impact on costs associated with issuing these. This will also help spreading the UID to public speedily. With addition of each new information there should be a provision to print updated version of UID by the relevant department. The live example of such single data bank is the D-Mat account for buying & selling the securities with stock exchange. The companies all over India access to a unique data-bank of d-mat account for contacting the account holder, be it dividend distribution or report sending or any other thing. The account holder only has to update the change at one place and all companies can have online access to updated record. Likewise, any department updating information about any individual will be doing it at the central data bank and all the other user departments can have access to latest updated record.

 

This consolidation can greatly help in controlling tax evasion & also help in security issues because it will not be possible for any individual to maintain different identities/numbers.

 

Therefore, following steps be taken to avoid this national waste & bringing great ease in common men’s life:

(i)            Mention UID on all school certificates,

(ii)           Merge all the following numbers with Adhaar

A)   Driving license number,

B)   Gas Connection number,

C)   Passport Number,

D)   PF number.

E)   PPF Number,

F)    Employee ESIC registration Number,

G)   PPO No.,

H)   Labour Registration Number under – The Building & Other Construction Workers (Regulation of Employment & Conditions of Service) Act 1996 or other labour welfare acts,

I)     Registration number under Rashtriya Swasthya Bima Yojana,

J)    Consumer Number for supply of electricity/water/telephone department

 

(iii)          Single updated version of card be issued by department effecting latest change.

 

(iv)         Permanent Account Number be used as a single Tax Identification Number across India for all direct & indirect tax purposes,

(v)          Banks be asked to maintain only 2 Customer Identification Number i.e. (i) PAN based & (ii) Where PAN is not available Adhaar. So in a way having PAN or Adhaar should be a must or opening a bank account.

(vi)         Banks should be asked to explore the idea of giving Adhaar number as account number and/or to issue debit/credit card with this number.

 

We have earlier also written letter on the issue but all are transferred by your office to UIAI, which in turn does nothing as such consolidation is not within its power.

 

The unification of several cards & numbers can be another significant step in easing the life of a common man and avoiding the jargon of it. Also would result in huge savings to exchequer besides strengthening control at national level. 

 

I request PMO to insert its remarks on the application before forwarding it to any other ministry. Further, since the implementation of idea requires synergy in action by several departments, it is suggested that direction be issued to M/o Home Affairs & M/o Finance to have joint meeting to discuss the steps required to implement the idea.

CGHS card can also be included. 
Government servants ID can have alphabets in their ID like G-01234567 for Central Government & SG-01234567 for State Government employees.

Good idea Shri Arunji ji.
Only hitch is our India is a vast country which allows seamless travel through out.First we will have to make system to accept these.
Our foreign tourists were in lot of inconvenience coz of visa on arrival scheme.Actually it was e visa to be applied for a certain number of days before arrival on Indian soil.
So all systems have to be compliant b4 this good idea 2put in.
