RTI information not received even after 1st Appeal

Hi Dwarka Forum Members,

 

I had filled an online RTI against my bike NOC to “Ministry of Road Transport & Highways”. But had not received any response on it. In return I had filled the 1^st appeal and had received below response.

Can you please help, how to get the information against my bike registration and NOC. Should I file the complain or 2nd Appeal?
