Sub:. River Pollution - Disposal of Pooja residuals..

Concerned Minister: Water Resource Minister Ms Uma Bharati

Sir,

Whenever we talk about water pollution in rivers, reference to ‘Pooja
Samagari’ disposal is always made as a significant contributor. No
doubt river banks are full of such material which converts it in an
ugly & polluted scene. Despite there being many attempts by Govt. to
tackle this problem there seems to be no real progress. Putting high
fence on bridges to in-able people to through material into river or
deputing security guard on bank is no solution to the issue. Putting
such measures is like treating symptoms without being looking at the
root cause. Our country is a religious minded country and any-thing
which is primarily against religious belief is just not going to
happen. As per religious beliefs proper disposal of material used in
Pooja like flowers, discarded photos/idols, clothes etc. is to leave
it in flowing water. Actually there is nothing wrong in this belief as
something which has been used in the prayer of Lord deserve such kind
of treatment where the material is allowed to be absorbed by nature as
per natural process without being subject to any kind of dis-respect.
In earlier days the whole material used was bio degradable like
flowers, cotton clothes and earthen idols and the quantity was also
less which could also have been absorbed by river without any adverse
impact on quality of water. But with pressure of population while not
only the quantity of such disposable has increased significantly the
increasing usage of chemicals in every- thing has made many things
non-eligible for such natural disposal. Even today the major cause of
river pollution is not disposal of ‘prayer material’ but the flow of
highly chemical affluent water by factories & untreated sewer.

The point is, old tradition is correct with valid religious backing
but distortions have been able to sneak into this pious system. Now
the need of hour is to weed out such distortions & set it right to
suit the deteriorating environmental conditions in an acceptable way
without hurting the religious sentiments of citizens. Stand of Govt.
to just preaching people not to dispose-off material in rivers without
suggesting alternate ways is not just going to fetch any result.
Further, this being a religious matter will not get sorted out without
involvement of top religious leaders. The idea behind flowing material
in river is not to mix it with other household garbage and maintain
the exclusivity.

In cities there are no exclusive centers for collection of such type
of residual items, as a result all find their way towards river. There
is practice with every temple to keep on dumping such disposables and
finally move them into river or other venues of flowing water. There
are no processing centers for segregation & categorization of such
disposables. If we are, with the help of NGOs, able to create such
centers in cities we may pave way for people to route these disposable
thru such centers.

This will help people to off-load such material with such centers
instead of finding opportunities to dump on banks of river. The center
shall segregate the material into bio-degradable and non-degradable
like flowers/papers/earthen idols/wood/cotton clothes on one side and
silk garments/stone idols/glass/plastic etc. on other side. The
degradable material should be churned & crushed properly for faster
degradation. After this it may either be disposed-off in flowing water
or be dumped in exclusive dumping yards created for such purposes.
While the rest of material may be disposed-off in some other manner,
enabling it for re-cycle, for which suggestion may be invited from
leading religious leaders of the country. One way could be to flow
them into sea. Now with environment a big threat it is very much
likely that valid acceptable suggestions would be provided by
Shankracharyas which are eco-system friendly. Its’ quite possible that
they may forward the some new ideas advising people reduce usage of
non-biodegradable material in prayers. The acceptability of idea would
depend on its evolution from public itself and religious leaders.

The recent change in practice by some groups to dispose-off Durga
Idols into earth instead if river is appreciated. Govt should try to
get endorsed this new practice by relevant religious leaders to have
greater acceptability. It is felt that with provision of these
collection centers people will provide an alternative and major flow
of Pooja residuals from temples will start flowing to these centers
greatly reducing the load on rivers.

The prayer material should ideally be as close to its natural form as
possible involving least processing. Govt should also try to seek
acceptance of idea floated by Prime Ministers recently to use minimum
material for Pooja. Religious leaders may be requested to pronounce
the type & nature of acceptable material to be used in prayers of Lord
which can be disposed-off easily in an environment friendly way. It is
expected that above steps may provide viable solution to the problem
and decrease the quantum of such items towards river.

In view of above, it is suggested that

(i) Pooja residual collection centers be opened in all
cities starting with metros,
(ii) Exclusive landfill be created for dumping
bio-degradable Pooja residual material,
(iii) For disposal of non-biodegradable material suggestions
be invited from religious leaders,
(iv) People be advised, thru religious leaders, about the
nature & type of Pooja material to be used,

Thanks. Please acknowledge.

Yours faithfully,

Mr. Goyal,

I must say these are well thought out solutions and someone must go ahead pursuing these.

Many temples are having flower recycling plant within their compound.

If such things can be done at local level, much green waste can better utilised.

People have a misconception that a Pooja Samagri or any
such thing can only be taken to the flowing stream , one
can even bury it in any open ground or burnt .
Our Dharam Gurus can create this awareness by educating
the people .
