Reference your reply wherein you have expressed your inability to reply on current application as you are not able to retrieve earlier applications. Now when almost one years has passed since this application of public interest is languishing with CBDT, I hereby, to facilitate reply of pending applications provide the content of earlier applications again:

 

“While making Income Tax scrutiny or while disposing application u/s 197 for issuing lower TDS certificate or TDS scrutiny Assessment or registration under section 12A or 80G several documents are asked from assesse which includes:

(i)           Photocopy of PAN,

(ii)          Photocopy of certificate u/s sec 12A or 80G,

(iii)         Copy of previous years TDS return,

(iv)         Copy of last 3 years TDS return acknowledgement,

(v)          Last 3 years Balance sheet & audit report.

(vi)         Last 3 years Income Tax acknowledgements etc.

(vii)        Copy of last year’s certificate issued u/s 197.

It’s a matter of surprise that all these documents are already available with Department. On one side ITR & TDS returns are filed online in a paperless manner and on other side copy of so many documents are is asked for that too despite the fact that this is available in Income Tax data base, which prima facie is strange. Not only this the size of TDS return data sheet is such that its printing on normal A-4 paper is not possible. This practice is leading to huge unnecessary paper wastage across the country besides creating storage problems with IT Deptt. This is only an age old practice being followed up for o reason, perhaps more paper in file gives more satisfaction to officer. However, with growing threat to environment this requires a serious review.

 

Please in this back ground inform:

(i)            Detailed reasons, rationale and logic to call for photocopy of each of above documents from assesse despite the fact that these are already available with IT department in soft/hard copies and

(ii)           Who in Income Tax Department can take a call to review this practice?
