Definitely false.

Also, "they" is false too.  Government organizations are made up of individuals (many of whom chose government jobs for certain reasons I won't list here, suffice to say the average government worker enjoys only working 7 hours a day and not putting in extra effort; there's few reward systems for extra effort anyway).    These individuals are doing their own work and communication between departments is often non-existent.  There is no "they" or mass-coordination between government departments -- even when/if government tries to create umbrellas, it often breaks down quickly.  For a hypothetical example there are departments which monitor "all" cellular calls and "all" email with voice and text recognition to match known suspects and known phrases yet saying diybio keywords is likely not part of this system because one tentacle doesn't know what the other tentacle is doing, so "they" can't necessarily trace anything over the phone to a particular diybio activity.  Even if this did exist, different departments would likely not share information with each other for either competitive reasons or due to complacency or due to perceived lack of priority.  Makes for great comic books though.

Well, but honestly I don't mind if they know what I'm doing ;) 

Basically if they fiddle with diy bio,  they will soon find the ethics of diy bio. 
And there will also be smart people employed who can evaluate the risks of our experiments, and know there is no harm to anyone. 

Last but not least, I do all regulated experiments in the universitie's lab so it is not illegal :D

Well nobody should care if they're just observing us: we're pretty open and candid about our work. It's when they go through my/your email without warrants or even suspicion that I get pissed, and you can be guaranteed they do, for so long as they see boogeymen in DIYbio's closet.
