59.64.128.0/19 is banned

Hi Everyone,

I think we got the web server problems sorted out. CPU usage is back to normal, and web pages are being served again.

We had to ban the netblock 59.64.128.0/19. The ban was put in place because hosts on the network were making too many requests; and requesting useless resources, like Revision and Talk history for wiki articles. The mass of requests pushed our cpu usage over 80%, and our hosting provider threatened to stop our service.

The netblock belongs to Beijing University of Posts & Telcommucations. We were in contact with Beijing University and asked them to fix the hosts before the ban. They were not able to act in time. If the University fixes the hosts then we will happily remove the ban.

The website and wiki will not be directly available for the netblock. A web proxy may enable users to visit the Crypto++ website or wiki. The source code is available at https://github.com/weidai11/cryptopp.

 Beijing University got back with us and stated they fixed handled the hosts.

The ban was removed.
