what stops you from installing, is it that you can't boot using the windows cd? or is it an error during installation ? or is the cd not detected ? ..
please clarify,
thanks.

I may be grasping far here, but are you trying to install windows Vista, 7, or 8 on a machine that had Windows 98 installed?

It's quite possible that the hardware is just too old, but then again, I could be grasping.

I agree - if you are trying to install vista, win 7 or 8 on a machine that had win 98 installed on it it is almost certainly that there is not enough memory in the machine.
But, because you never did say what your exact problem was (error messages, etc) other than the generic couldnt install - I cannot be 100% sure that out of memory is the main reason for being unable to install
