I am having serious problems with this update. There seems to an issue
with hyperref, the following MWE breaks completely:

\documentclass[]{article}
\usepackage[]{hyperref}
\usepackage{cleveref}
\begin{document}
\label{eins}\label{zwei}
\cpagerefrange{eins}{zwei}
\end{document}

AFAICS the problem only occurs with ref ranges, and not with simple
\cref commands.

Anyone else seeing this?

Yup. Same here with version 0.21 dated 2017/07/10 (weirdly enough that
is the February 2018 update).
As you say the problem only occurs with hyperref. Most other commands
seem to work fine.
