Is there a legal way to go to cat-island?

You can't get there with the ice raft as far as I know. The ice-raft
is one of my pet peeves with this game. I just hated not being able
to go exploring.
The point I've made before is that there could have been more "elegant"
ways of keeping you from doing certain things. If you take the ice-
raft for example: To stop you from going too far, there are ice
formations blocking your path. To me it would have been better if
as the water got warmer, your raft melted. That way you would at
least feel like there was some way to get South in the water even
though you couldn't use the raft to do it...
Overall, the barriers to going where you weren't supposed to seemed
very artificial. Well enough rambling by me. I'll finish by saying
that I actually *did* really like this game.

Go to the park in Monitor, not the one next to the main hall, but the
other one. Now, you'll need three crates or three of something to make a
small stairway. I used the crates from Celia's house myself. On the right
side of this little park there are two trees next to each other. Stack up
the three crates as a small 2 step stairway in between these two trees.
Then walk up the mini-stairway and you'll be teleported to Cat Isle, at
least you will if you've done it right. :) I used this trick to go there
and get the skeleton key (the one on the skeleton heheheh) and put it on
my key ring so I wouldn't have to worry about lock picks again. I
ignorned the temptation to grab some of the other stuff though. :)

Not with the ice raft, but yes:
To get to Cat Isle without cheating, you want to start in one of the tree
gardens in Monitor. I believe it is approximately 4 or 5 houses west of
Lucilla's pub. You need is 3 crates or something equivalent. The garden
has a southern entrance and a few trees immediately to the west of the
entrance. I believe the closest tree is the one we want. Pile up your
makeshift staircase behind the tree (close to the tree trunk), so that the
top stair of your staircase is directly behind the tree trunk (again, I'm
pretty certain this is correct, but I can't be sure). Climb the stairs and
you should find yourself on Cat Isle.
