FPGAs now available at Clemson

We now have eight FPGAs available on the Clemson cluster. These are
AlphaData ADM-PCIE-KU3 cards, which are built around the Xilinx Kintex
UltraScale FPGA. The cards have a XCKU060-2FFVA1156 FPGA and 16GB of
on-card RAM. To use them, simply allocate any of the POWER nodes at
Clemson (type 'ibm8335') - all have an FPGA attached (as well as a GPU).
