My suggestion to homeowners in Portland is to keep their gutters as clean as possible. If you neglect this expect to spend a lot of money in the future. Gutters that are clogged will damage the sidings and paint of your home. It is a good idea to establish a routine of unclogging the gutters on your roof on a regular basis.
First, find a ladder and climb up to the top. Prop it up against the wall and not the downspout because the weight of the ladder can break it.
With your hand (you can wear gardening gloves if you would like) remove all the leaves, dirt, and debris from inside your gutter with a "gutter scoop" or garden towel.
Have some sort of receptacle at the bottom to dispose of all the dirt and leaves. It can be hung from the ladder if you wish to make it that much easier.
I have also seen people use blowers to clear dirt and debris from gutters. Please be careful with it and do not let the weight of it get your off balance. The force of it can get into your eyes and put you into a very awkward position.
After you get all of it out you can use a gardening hose to rise out what is remaining. Also note if there is any leaks when you are running water through the system. If so, note where it is and patch it up.
When your gutters, including the downspout, are cleared and cleaned every couple months they will stay in good condition for a long time. Having to pay a company to repaint and repair your gutters will not be cheap.
You will also likely be looking at extra structural damage such as harmed framework and insulation, which obviously implies much more money. The bottom line is that a little preventive upkeep and cleaning of your gutters is certainly loan well invested.
