Creating Organization resource : error Internal service error from resource store

Hi

I am trying to create Organization resource Cerner sandbox .

I am getting error like below.

It appears that the two values provided are no currently mapped in our sandbox domain. You will need to change these values for the request to work in our sandbox.

These two values are:
