When I cancel an offer a dialog with this comes up "The offer fee you have paid will be lost if you remove that offer"

What is the Offer Fee? And why is this only mentioned when cancelling an order, and not when creating an offer?

How much is the offer fee? And, who receives the offer fee?

Yes the offer fee is required to avoid spam/market manipulation.
If you cancel its lost. If you shutdown the app the offer gets removed but will get added again when u go online again. So in that case the fee is not lost.

What is the Offer Fee? And why is this only mentioned when cancelling an order, and not when creating an offer?

The offer fee is the part of the trading fee the offerer pays. The taker pays the taker fee when he takes the offer.
It is mentioned when you create an offer you get displayed a popup where the info of the funds needed are explained. also in the i symbol at the create offer screens when you pay in the funds give an overview about the fees.
 

How much is the offer fee? And, who receives the offer fee?
 

bitcoin mining fee: 0.0002 BTC
offer fee: 0.0005 BTC
taker fee: 0.001 BTC
security depoist fee: 0.01 BTC

Trading fees (offer or taker fee) goes to the arbitrator atm. Later to the DAO shareholders (not impl. yet).
