On BGG, the only consistency in this sort of thing is the
inconsistency. Unfortunately.
Some of us have been advocating formalizing (and publishing!) policies
and procedures for this sort of thing (among other areas) for years,
rather than continuing to run things seat-of-the-pants,
tribal-knowledge, I-know-it-when-I-see-it stylee.
We've been met with a resounding silence, or, occasionally, derision
from those with a vested interest in protecting their fiefdom/"power".
I've pretty much given up on this sort of thing; they are way too far
down the path they are on, and the people who could effect change
have very little interest in improving processes/outcomes if it
infringes on what they see as their prerogatives.
So, every so often, I'll pipe up in discussions like this, but it's
pretty much just tilting at windmills. :/
