I was raised playing board games of the euro variety, mostly pretty
light strategy (my mom liked to get us anything with an award
plastered on it). I've recently become obsessed with playing again as
an adult and am looking to invest in some new games. Preferably fairly
inexpensive or with exceptional replay value, as I'm still in college.
As a reference point, I love Pandemic, Dominion is meh for me now that
I've figured out all it takes to win every time, and I find
Carcassonne incredibly fun when I can get my boyfriend to play with
me. Oh, and two player games take priority for me.

How about "Balloon Cup" or "Alien Hotshots" or some "Aliens & Cows" kind?

I recently introduced my sweety to Lost Cities, between that and Carcassonne we're never bored.

Finding time and a partner/opponent is sometimes more difficult than
finding a game.

Carcassonne is fun for you. There is so much in that line it would
take you a while to play through it all. But, as you say, you need
someone else in the game.

Because you love Pandemic, I'm thinking you like co-op games with a
sense of urgency. Flash Point: Fire Rescue is that and plays two.
Don't know how well, though.

Other things to consider is whether solo play is ok for you, how much
time and thought you want a game to take, a particular theme you might
like, or whether theme is important.

Good luck. Looking forward the next game is one of the many pleasures
of this hobby.

Onirim (10$) solo game or 2 co-op mode

Forbidden Island (16$) 2-4 players - very similar but more quick and harder than pandemic

Roll through the age (??$...look around wisely, I don't buyed it :-P ) 2-5 players - nice!

Munckin (?? I don't remember...) 2-5 players - nice BUT ONLY WITHOUT ANY EXPANSION - save your money

Tsuro (25$) 2-8 players - simple, quick and nice

...
go, chess, draught, and other classical 2 players game

One good choice is Settlers of Catan. A great card game with a good
amount of replay value. And is cheap.

All it takes to win EVERY time in Dominion? Oh do share. Or even
better
add me as a friend on the iPhone/iPad app and let's have a few
games. :)
(NuMystic on Game Center)

As for recommendations, a few all time most recommended
for two in the weight/price class you're describing:

Yinsh (wife and I have been playing a ton of this lately)
Small World
Battle Line
Carcassonne Hunters & Gatherers
Ticket To Ride Nordic Countries
Jaipur
Race for the Galaxy
Stone Age
