I took a brand new 5 lb tank to Central Welding Supply in Bellingham and they recognized it as new and gave a pre-filled tank that was in similar condition. I think just ask for a clean tank and they'll do their best.

Yep, CWS has always treated me right. I don't ever request new looking tanks but if I'm exchanging a clean looking one, they always try to give me something similar. They're also a few bucks cheaper than the others. And unlike the other two, I've never gone to CWS and had them be out of tanks to exchange.
