We had the same problem with a StarTech interface.

If you must use S-video I don’t have a solution. If you can live with composite video, and you have a big wallet, the Vaddio AV Bridge works with Skype 6.15 on Mavericks. Well, I tested it with an HDMI camera, but it does have a composite input as well.  I haven’t tested it with Skype for Windows.

Good luck,
Harry

Subject: [av-1] y/c camera as USB webcam

All,

We are looking to repurpose a number of wall-mounted Sony PTZ cameras in lecture halls to be used for Skype and Panopto (lecture capture). Since both applications will only recognize USB video with UVC interface (webcam), we’re hoping to find a USB video capture device (most likely a “dongle”), but as yet have no joy. (All signs pointed to the Hauppauge USB-Live 2 until a call to their support line – they have excellent support – brought the news that changes to Skype have made it incompatible.)

Has anyone found a solution that enables a camera’s s-video output to be streamed via Skype or Panopto?

Thanks,

Joe Schuch
