I don't think so, earlier publication is not the criteria for earning a PhD in just a year. Normally tje the minimum number of years for a PhD is three years. Publications can assist someone to secure a supervisor, then you start developing a proposal, if you are lucky a proposal can take you a year sometimes more than a year just on proposal. Thereafter you go for data collection, come back for data analysis and many of things related to that, and soon and so forth. I remember one very bright guy did a PhD for two years and a half, but I saying a vey bright student. Many use 5 to 7 years to become PhD holders . Please let you set ahead a number of years if you need a PhD otherwise  you will be conned.
