Development Manager Expectations feedback

Hey Folks, 

I am hoping to get some other folks perspectives.  

I lead a small team with 3 solid senior engineers and 1 QA, but we want to grow the team and I need to delegate the management of the team to a new management role.  

Is my expectation unrealistic that we can find someone with significant technical experience (architect/lead level) who is also a quality manager (they can recruit, hire, retain, and develop others)? 
Do most development managers have significant technical chops or mainly management experience?

Sounds like you need a good Project Manager who came up from the development ranks.

As far as most have tech chops. It depends. The well paid ones do. A good PM is not cheap.

I don't think it's unrealistic to expect someone to have both sets of skills in a management role. I do think it's unrealistic to expect someone in a full time management role to do much, if any, actual development work though.

Thanks for the response Chase!  I currently have been saying 25% development, and as the team grows for that to become less.
