Seems that manta is not yet supported for 4.3 according to http://source.android.com/source/building-devices.html; i've been able to verify this noting that surfaceflinger seems to crash on boot. However, there does seem to be a quick fix for those that are interested.  device/samsung/manta/self-extractors/generate-packages.sh does offer some clues as to the missing pieces:

If you download the factory image for the manta 4.3 from https://developers.google.com/android/nexus/images#mantarayjwr66v and make these part of your build then everything seems to boot properly.

On a related note ---- when will AOSP support the manta board for 4.3?

Yeah, it's purely a licensing issue. Android doesn't work without GPU binaries, and Google can't distribute such binaries for AOSP without a license.

If/when Google can get an appropriate license for those files, manta will be supported again.
