More: Man Wanted in Deaths of MD Deputies is Captured

Largo, MD - 8/31/2002

WBAL-TV, Baltimore

Prince George's County police have arrested the Adelphi man who
allegedly shot and killed two county sheriff's deputies Thursday
night.

Authorities found James Logan, 23,, in the boiler room of a Langley
Park apartment complex after two a.m. Friday morning.

Logan was arrested for the deadly shootings of Cpl. James V. Arnaud,
53, of North Beach, and Deputy Sheriff Elizabeth Licera Magruder, 30,
of Clinton. The deputies came to his parents home to take him to an
emergency psychiatric evaluation that his family requested.

Undercover officers on routine surveillance spotted Logan Friday
morning.

He ran, but was cornered in the boiler room. County police say canine
units helped in the arrest, biting Logan on the ankle and tricep.

Logan had been at large since Thursday night, when he hid in his
bedroom and shot the two deputies with a handgun as they confronted
him, according to charging documents.

The deputies were let into the home by Logan's parents and found him
in the basement. After a brief struggle, Logan ran upstairs and hid in
a bedroom.

The deputies tried to talk him out of the room, but he flung the door
open and shot them, according to charging documents. Magruder called
for backup as Logan fled with the gun.

"They were caught completely by surprise. It appears it was a very
quick and violent event," police spokesman Capt. Andrew Ellis said.

Court records show Logan received a two-year suspended sentence for
forging two checks for $8,069.67 from a Silver Spring software company
in 1999.

An unidentified man whom investigators believe was at the home at the
time of the shootings, and left the scene with Logan, was taken into
custody Friday morning and questioned. Police said they don't believe
the man was involved in the shootings.

The two deaths are the first in the line of duty for the sheriff's
department, which acts as a police agency for the county courts, Ellis
said. Deputies serve warrants, court orders and other court documents.

Magruder's colleagues said she had a three-year-old daughter and had
graduated from the police academy in May. Arnaud had an upbeat
personality and was usually cheery, said Cpl. Teresa Laubach.

"I'm thinking of Jim right now, and it makes me laugh. I never saw Jim
not smiling," Laubach said.

Arnaud's funeral is scheduled for Tuesday in North Beach, while a
memorial for Magruder will take place Thursday in Suitland.

The shooting took place at the home of James and Karen Logan and their
two college-age children. The parents were home during the incident.
It was not clear whether the younger James Logan was living at the
house.

A neighbor, who did not want to be identified, said the Logans were
"just lovely people. They would always smile" when she saw them.

The deaths come a week after a Baltimore police officer was killed in
the line of duty. Officer Crystal Sheffield, 35, died Aug. 22 after
her patrol car slammed into another while answering an officer's call
for help.

In May, a Wicomico County jury sentenced Francis Zito to die for
murdering two Eastern Shore police officers who had come to his
Centreville trailer to investigate a noise complaint.
