Anything fit to describe itself as a God rather than something demonic would be offering that unconditionally. Any badness that's in anyone, that "God" would be responsible for putting it there, and it would be fully capable of removing it from there in order to save the decent soul that's in there. Why? You want to kill someone who is diseased, infected by a mind virus? No - we should be trying to help him see reality in a kind, helpful way, or else not respond to him at all. Your approach makes people sympathise with him, so it's not helping anyone. God has set up a testing ground for people in which he allows them to reveal whether they are good or evil, but Rick wants to spoil that for God by giving evil people a way to get into heaven by telling them that God has promised they can be saved if they lick his arse. People can thus do endless evil in their lives, then lick God's arse right at the end to be saved, and if Rick can scare them enough, they will be genuine enough in their apologies and God will have to let them into heaven, even though they're evil souls and only licked his arse out of fear. At the same time, those who are good but refuse to lick God's arse are supposedly to be sent to hell, but that's clearly nonsense - God will save all such people automatically as he doesn't want anyone to lick his arse. Most importantly though, if evil people are to go to hell, God doesn't want any of them in heaven and doesn't want Rick to offer them a way to get there by licking God's arse, so Rick is going against God's plans and is actively sabotaging them. Rick is trying to fill heaven with evil people who shouldn't be there, and he's justifies his spam-wanking all over the place on the basis that he's saving good people. Good people will be saved by any good God automatically without any need for Rick to wank for them.
