The High Shamen are *exceedingly* rare (well, not Targin or Raster rare, but
even so). I spent over a week camping SK for about 4 hours at a time,
killing the placeholders as soon as they spawned. You'll want a tracker to
help.
After killing Shaman Ren'Rex quite a few times, High Shaman Phido will spawn
in his place. Killing Shaman Lenrel enough times will cause High Shaman
Grisok to spawn as his replacement. The placeholders are on 19 minute
cycles, and both High Shamen always drop the quest items.
It's a long, boring camp. If you don't want to wait, occasionally you might
run into folks that have picked up the heads and are willing to give them
away (good!), or other times I've seen people selling the heads as much for
1Kpp a pop (which is mercenary, IMNSHO). The quest is hard enough without
other people farming the items. =(

I have yet to see any of them. I was there for 3 days waiting, none
ever popped, including Ghanex Drah ( who used to be there all the time
).
I am just hanging around in SK now waiting to turn in my items for the
needle from Brother Qwinn. That is almost as much fun as watching
paint dry ;)

I personally waited for about a week before anyone got Qwinn on track. Seems
that he spawns and stays up for a few days, and then despawns and stays away
for at least a week.

Qwinn, once spawned, should stay around. I'm not aware of any scheduled
despawn (but that's not proof, I just don't know one way or another), and
there's nothing in SL that can (or probably will) threaten him. However, I
do know that a lot of the more powerful "uber" guilds have taken to slaying
Qwinn and his brother in Rathe to get the Robe of the Lost Circle. That
*does* impact the rarety of those two monks, as they have a long respawn
time.

He does de-spawn, usually 24 hours. there is a rock he gets stuck on...
