One of my group members seemed to think that Highpass Keep counted as a city
zone for binding purposes. I just wanted to check to see if it does before
we trek all the way out there.

Only people who can cast the spell can bind anywhere. If you are a melee
class, you can only be bound in a city zone (with a few exceptions)

Both the Highkeep zone and the Highhold Pass zone count as cities for purposes
of binding.

actually BOTH highkeep and highhold pass are considered city zones and you
can bind non-casters in them

for instance you cannot bind yourself in Ocean of Tears...

Yes you can. You cannot bind in the timmorous deep however.

No.

You can only BE bound in city zones. All starting cities, as well as the OT
outpost, the FV outpost, the City of Mist, Kael, Skyshrine, and Thurgadin
count as city zones. So does highpass. There is also the new bind spot near
kaesora in the field of bone, and the gypsy camp in north karana.

You can bind YOURSELF almost anywhere...but there are exceptions to this.
You cannot bind in:
Timmorous Deep
Plane of Hate
Plane of Air
Crystal Caverns
Veeshan's Peak
Velketor's Labyrinth.

And I think there is one more spot that I am forgetting that is unbindable.

Casters can Bind *themselves* in most places, though there are exceptions.
(Timmorous Deep, several of the Kunark and Vellious dungeons, and the
Planes, that I know of.) However, casters can only Bind other people in
certain places. Most "arena" areas are allowed, as well as most of the
major cities, including several that aren't PC starting points. Highpass
Keep is one of those.
